      WHY IN NEWS:

SC Bench refers the petition to CJI



The Supreme Court admitted a petition filed by the Ministry of Defence (MoD) seeking to exempt armed forces personnel from the ambit of a Constitution Bench judgment of 2018 that decriminalised adultery.


  • One of the chief reasons given by the MOD for seeking exemption is, incidentally, that “there will always be a concern in the minds of the Army personnel who are operating far away from their families under challenging conditions about the family indulging in untoward activity.”
  • A three-judge Bench led by Justice Rohinton Fali Nariman said the plea had to be considered by a Constitution Bench .
  • The original verdict struck down Section 497 (adultery) of the IPC, was pronounced by a five-judge Bench in September 2018.

The court referred the case to the Chief Justice to pass appropriate orders to form a five-judge Bench to clarify the impact of the 2018 judgment on the armed forces


  • The government said in the petition that personnel of the Army, Navy and the Air Force were a “distinct class”.
  • They were governed by special legislation, the Army Act, the Navy Act and the Air Force Act.

Adultery amounted to an unbecoming conduct and a violation of discipline under the three Acts

  • The special laws imposed restrictions on the fundamental rights of the personnel, who function in peculiar situation requiring utmost discipline.

The three laws were protected by Article 33 of the Constitution, which allowed the government to modify the fundamental rights of the armed forces personnel.

  • The judgment of 2018 created ‘instability’.
  • It allowed a personnel charged with carrying on an adulterous or illicit relationship to take cover under the judgment.
  • “In cases of adultery, even if there is a charge against the accused, an argument can be raised that we are circumventing the law and what could not be done directly is being done directly through these Acts,”.

RBI Working Group On Digital Lending

      WHY IN NEWS:

The Reserve Bank of India (RBI) has constituted a working group on digital lending — including online platforms and mobile apps — to study all aspects of digital lending activities in the regulated financial sector as well as by unregulated players.




  • The working group consists of both internal and external members and is chaired by Jayant Kumar Dash, Executive Director, RBI


  • Evaluate digital lending activities and assess the penetration and standards of outsourced digital lending activities in RBI regulated entities;
  • Identify the risks posed by unregulated digital lending to financial stability, regulated entities and consumers; and
  • Suggest regulatory changes to promote orderly growth of digital lending.

  • It will also recommend measures for expansion of specific regulatory or statutory perimeter and suggest the role of various regulatory and government agencies.
  • It will also recommend a robust fair practices code for digital lending players
  • The group will submit its report within three months.

NIC and CBSE to sign MOU for “CollabCAD Software Support and Training for Students and Faculty of Engineering Graphics in CBSE affiliated Schools”


  • CollabCAD Software is a collaborative network, computer-enabled software system.

It is providing a total engineering solution from 2D drafting & detailing to 3D product design for students and faculty of Engineering Graphics Curriculum.

  • This initiative aims to provide a great platform to students across the country to create and modify 3D digital designs with a free flow of creativity and imagination.


  • This software would also enable students to collaborate over designs across the network and concurrently access the same design data for storage and visualization.
  • CBSE under the leadership of Chairman, Shri Manoj Ahuja, IAS will introduce CollabCAD Software for Engineering Graphics (Subject Code 046) at the Senior School Level for Class XI and XII.
  • CollabCAD software will be used for Practical assignments as part of the subject curriculum for making different types of 3D designs and 2D Drawings. 
  • NIC and CBSE will be signing an MOU for ‘CollabCAD Software Support and Training for Students and Faculty of Engineering Graphics in CBSE affiliated Schools’ for a period of 10 (ten) years .
  • This MOU aims to develop human resources and skills around CollabCAD software and popularize CollabCAD among the students and faculty.

  • It was launched in tune with the requirements of the ‘Tinker from Home’ campaign for students of 5,000 plus schools across the country.

CollabCAD 3D Design Challenge was announced by AIM two days after the launch for students to create 3D digital models using CollabCAD geometric modules.

  • NIC, CBSE, and Atal Innovation Mission (AIM) to jointly release a comprehensive e-book on CollabCAD 3D modeling.
