ISSUE:
STUDY IN INDIA AND STAY IN INDIA SCHEME
OVERVIEW
- Education is emerging to be one of the top focuses of all the developing nations around the world.
- While India is a popular destination for its multicultural society, the scheme is to further its global identity in the international education realm.
- Study in India was put together to encourage the global student community to experience quality academic learning.
- The educational institutions are accredited by premier NAAC and NIRF in India.
AIM
- The Study in India team is aiming at – Launch India as a study hub.
- Students who are looking for practical knowledge, personal and societal development within and outside the four walls of classrooms.
FUNDING
- The expenditure on the fee waiver will have to be borne by the Institute concerned, based on cross-subsidisation or through its existing funding.
- The Government has approved an expenditure of Rs. 150 crores for the ‘Study in India’ programme for two years 2018-19 and 2019-20 which will be primarily for brand promotion activities.
FOCUS
Ministry of Human Resource Development(Education) had approved ‘Study in India’ programme with, inter-alia, the following objectives:
- To improve the soft power of India with focus on the neighbouring countries and use it as a tool in diplomacy.
- To boost the number of inbound International students in India.
- To double India’s market share of global education exports from less than 1 percent to 2 percent.
- Improvement in overall quality of higher education.
- Increase in global ranking of India as educational destination.
- To reduce the export – Import imbalance in the number of International students.
- Growth of India’s global market share of International students.
SIGNIFICANCE
- The Study in India interface is a prime intermediary for students .
- It will help students to explore, connect, and apply to various top-ranked institutions in the country.
- The program is currently offering approximately 55,000 seats with more than 35,500 fee waivers.
- As per the existing Government framework, provision of 10-15% supernumerary seats for foreign students is there.
- ‘Study in India’ programme would target the foreign students to be admitted as per this provision.
- This will not have any adverse impact on the number of seats/ admission of Indian students.
SELECTION CRITERIA
- Indian institutes provide technical expertise across a diverse range of courses, from STEM to non-STEM courses.
- Study in India program also includes niche disciplines such as Ayurveda, Yoga, and Buddhist Studies.
- Institutes under the initiative offer waivers from 25% to 100% tuition fee waivers.
- Institutions having a NAAC accreditation of 3.26 or above and empaneled by UGC, be it government or private are eligible.
- All institutes fulfilling these criteria, partner with Study in India, including Institutes of Eminence and Institutes of National Importance.
IMPLEMENTATION
- The Study in India program was integrated by EdCIL (India) Limited, a mini-Ratna Category-I CPSE company based in India.
PROPOSED FEE WAIVERS
The proposed fee waivers to meritorious foreign students in this policy will be decided by the Institute concerned based on the following criteria:
- 100% waiver of tuition fees only for the top 25% students
- 50% waiver of tuition fees only for the next 25% students
- 25% waiver of tuition fees only for the next 25% students
- No waiver of tuition fee for remaining 25% of students
CHALLENGES
As the inflow of foreign students depends on various factors viz.
- Individual will and choice, Visa issues etc.,
- Estimation about future inflow of foreign students is not possible.
STUDY INDIA PORTAL
- A centralised admission web-portal acts as a single window for the admission of foreign students.
- Moreover, the programme also envisages setting up of call centres for support
- Branding activities in the target countries
- Close coordination with Indian missions abroad and foreign missions in India.
IASbhai WINDUP:
- The portal will enable students from 30 countries across South Asia, Africa, CIS and Middle East.
- Students can select and apply for different courses from Indian institutions which are high on NAAC and NIRF ranking.
- The Scheme will also include Study in India film.
- The domestic students shall be exposed to a more diverse peer group .
- Indian students will also get greater International exposure culminating in enhanced interest of Indian students to study in the country.
