China disregarding historic commitments
HEADLINES:
‘China disregarding historic commitments on Naku La’.
WHY IN NEWS:
Diplomatic experts say Beijing may also be opening up a front in Sikkim due to ambiguous official position of boundary
SYLLABUS COVERED: GS 2: IR
LEARNING:
For PRELIMS take a note on Tibet Convention of 1890 .
For MAINS try to formulate a answer on the same issue keeping convention the central idea . We will solve this soon in editorials too .
ISSUE:

- The line commences at Mount Gipmochi, on the Bhutan frontier, and follows the above-mentioned water-parting to the point where it meets Nepal territory.
- However, Tibet refused to recognise the validity of Convention of 1890 and further refused to carry into effect the provisions of the said Convention.
- (International Arrangement) Order, 1947 was notified by Secretariat of the Governor-General (Reforms) on August 14, 1947.
- The Order provided, inter alia, that the rights and obligations under all international agreements to which India is a party immediately before the appointed day will devolve upon the Dominion of India.
- Therefore, in terms of Order of 1947, the government of India is bound by the said Convention of 1890.
UNDEMARCATED BOUNDARY
- Beijing recognised Sikkim as a State of the Indian Union, the boundary at Sikkim while undisputed, remains undemarcated on the ground.
- Foreign Secretary S. Jaishankar informed the Parliamentary Standing Committee that “there are still steps to be covered before the boundary is finalised.”
IASbhai WINDUP:
- India accepted the 1890 treaty as “the basis for alignment”, but the treaty had only been “partially implemented on the ground”.
- “Certainly the segments India is talking about, the Batang La segment, etc. was not there and there is nothing to show that that was actually delineated or demarcated or agreed upon.”
